Users of the quickstart package for the template will get prompted by Joomla to install RC versions etc rather than the official releases from the default channel.

You can go to Joomla updates option and change the update source channel to 'Default' instead of 'Testing'
Yes, I have done that and it solved the problem of "RC1" versions being prompted to upgrade to.
Others may not know to fix it this way (which is how I confirmed what the source of the issue was) and so I am reporting this as a bug so that the quickstart installation can be updated.
