I'm currently trying on J3. But I had the same problem in j4 before.

urubunet I need a closer look at your site and detect the issue. Could you put your site online and share the login info so I can check directly?
Online it works fine, only localhost with wamp that it's not possible to install the packages
urubunet We can't replicate this issue at our end, could you try with MySQL version 5 instead of 8?
Looks like it could be related to a windows environment, I am using a Windows server and the other user describes WAMP. Could you check in a windows environment saguaros ?

saguaros Sorry I missed this, Its is on a virtual Windows Server Windows NT VSERVER2016 10.0 build 14393 Microsoft-IIS/10.0 mysql 8.026 PHP 8.0.11 with PHP extensions mysqli, curl and mbstring extensions
