What is in the CSS files reached by the Template manager is not the same as pressing right click in the browser Inspect function. Is the LESS programming function in use? If not, where do I change the CSS?

It seems that you're using S5 News Blog template, if you want to customize CSS, you can simply create this file:
/templates/news_blog/css/custom.css
and add your custom css code there, this file will keep your custom work not being lost when you update new version of template
