Is there a development mode settings so that every change in local/scss/custom.scss file will be compiled without the need to enter the theme and recompile it?

No the scss is custom and you have to compile it from template style options after apply changes as site runs over the css.
Let me know if there is different questions, custom css run without any change.

I want to edit local/scss/custom.scss file locally which is way easier than the backend and upload it afterwards.
It has to be compiled but I don't want to keep just repeating these steps "Template >Tools > Edit Custom SCSS > Save and Compile" each time I make a change. What could be an easier approach to recompile it after upload?

The option is added only via tools. That the easy way only as edit file inside Joomla admin without opening files.
