Row Options doesn't work for component on t4 blank template

Row options for main body section are as specified '10 and 2'. (refer to attachment 1)
Top page shows width ratio of two columns is '7 and 5'. (refer to attachment 2)
The problem happens in the case of row options for component while no problem with module case.
Is it caused by bug or any mistake?
Please advice me any solution or comment.

Could you share the correct URL to access backend of your site? I tried with /administrator but no luck.
