external url with hashtag not working

Hi,

I have an URL. green button in the sidebar on the right.
In it is an Hashtag. But clicking on it, you will not be redirected to the external page.
I read that it has something to do with the JS script and smootscrolling.
But this I cannot find.

I also tried to locate where in the template settings I can disable the smoothscroll feature. It is not there.

I cannot find it to make this work.

Can you help me. I'm using the GK-Quark template 2.0.0
