If you have a Joomla 3 site and migrate to Joomla 4, 'Users' and other Joomla content will be migrated to J4 too.

When upgrading Joomla, it will migrate default Joomla content, there is no option to exclude data you don't want to migrate by default. You can search for a suitable extension which supports this feature.
