I'm not sure why I can't publish new menu items?
I had tried to rebuild menu but no luck.Please help to check.
Menu id: 8
Menu item: all menu items.

    Did you install any new extension or customize something before this issue happened?

      I have no idea when this issue happened.
      Maybe disable extension in Extensions Manager to try?
