Horizontal color needs to be changed, but where?

When I insert a horizontal line, it disappears... probably the same color as the background, so how would I change the color for just that element? I want to make it match the color of the headings, #872525? You can see the issue on this page: https://test.cityofclifton.com/clifton-financial-reports
