We have several sites built on T3 framework and is there a conversion tool or other way to migrate them to T4 without starting over / changing everything manually?

Unfortunately there is no tool like that as T3 & T4 are totally different, it's not an upgrade of each other so you can migrate like that. I'm afraid that you will need to start from scratch.
