Name of the position at the top of the page

What is the name of the position at the top of the page. I want to put a Top-Menu like in TelineV.

Top Menu name is Top-Menu.

I have added a line but I don't know if I have done it correctly.

There is one thing missing in this thread:

What is the name of the position in space that is in the header next to me Logo?

Then another thing:
in the Overview of the template style "Oops" is displayed I think it is an indication that something is wrong.
In one of the previous threads I mentioned this displayed because prior to this it was visualized well.

Without customize the header-block . If I knew how to develop web pages I would not need any template.

I understand but it depends on the concept of template, if it's hard for a template to meet all requirements. In this case, there is not position in that section. You can follow these steps:

Create a new position by modifying templateDetails.xml : https://www.gavick.com/documentation/joomla/templates/customization/how-to-add-new-module-position
Edit the header block as my above screenshot and load the new position there, something like:

<jdoc:include type="modules" name="your-new-position-name" />
