It due to the conflict in Bootstrap version the RSForm you're using on your site. In Joomla 4, it will use Bootstrap 5 while the RSForm is using BS 2 version.
I just updated this form 'Footer Contact Us' to use BS5 and the initial quote is showing now:
You can apply the same for other forms.
