Nope that has different meaning manhta, Column Source Updated means thaton that time source file for translation was updated. For example you added new strings to the ini file for translation or deleted something and uploaded it to transifex for translators and lang coordinators.
BUT if you open that same file you will see that strings are updated or translated just couple of days ago....
So to summirize: Source Updated is not same as Translated/Translation updated etc. at transifex.
