Installation T4 System Plugin with 403 Error

I am trying to install JA Coach on a newly upgraded from J3 to J4 site. So, it's an old site with content looking for a new template! Running PHP 8. Joomla 4.2.3

Everything upgraded perfectly. I have reinstalled some other components with no errors.

I follow "manual installation". Step 1 install T4 framework plugin. I presume this is "T4 System Plugin". Correct?

I do this via Install Package but get a completely white screen and 403 error.

Can you please help? Thank you.

I switched back to PHP 7.4 and this did not change anything. Still get 403 error.
I created a new .htaccess file based on the new txt file provided with J4. Still get 403 error.
I had error reporting set to maximum for the J4 upgrade. Have now set this back to normal. Still get 403 error.
I'm out of ideas but surely, should be easily fixed?
Meanwhile, I cannot install my new Joomlart template.
