External links with target="_blank" in the menu don't always open a new tabb

As the title says I've noticed this weird behaviour in the templates menu.

Please open the attached URL and go to About Us > e-Newsletter. Click on it and a new tab will open. Then click on it again and the new page will open in the Parent instead. I need all the links with the target="_blank" always open in a new tab. Seems like something is blocking it after the first click. If you refresh the page it works again. And it doesn't matter what browser you use.

Can you please have a look?

Before, I tried to access it, but it does not work. Now, it is working fine.
I checked and when I switch the menu item to the Joomla 4 default template - Cassiopeia, it has the same behavior. I think this is Joomla's default behavior.

I just updated to the latest Joomla version 4.2.3 and now it works. Thank you for your help.
