Position doesn't work in t4 blank template

I set "right_top" position to banner module and then to custom html module.
They are placed in separate areas(refer to right top1.JPG) . Next I moved two module location up and down and two modules are placed in same area( refer to right top2.JPG).
In spite of same position setting, output is deferent. Is this a bug or something wrong with my operation?
