After I click the send button it takes me to the home page.
I also tried to send a test email via Configuration > Server and I get following error: Could not instantiate mail function.

It means that there is issue with mail function on your server, you need to contact your hosting provider for help to check this function for your site.
Test email is working now but now when I send an email via Contact Form and I get "404 Contact not found" error.
