Install a template in my localhost

I'm really disappointed by Joomlart, none of your template can't be install in my localhost into my latop computer, I tried those JA University, JA Medicare, JA Healthcare, how is it possible? please help me to fix it.... do I need something else without my XAMPP ?

Its not issue of the template, its due to lower PHP values of your local server. Kindly increase the Max execution time to 300 and memory limits to 512M.
Restart apache server and try the installation again on fresh database.
This is common issue due to lower server configurations.
