What purpose does this layout serve and when is it used?

This layout is used for pages created via T4 Builder. As you know, T4 Builder is kind of component, all content of page: blocks/elements/... header/footer... will show in 'maincontent' block so will need a layout which has 'component' block only 🙂

Of course, you can edit this layout as you wish.
