And the button ON/OFF doesn't work.

Can you try to switch to Joomla default template to see if the button works ?

UPDATE:

For the modal popup of privacy link, you can add this custom CSS code:

.fade.show { opacity: 1; }

into the file: root/templates/purity_iii/css/custom.css

Regarding to the ON/OFF buttons, share me the FTP account so I can fix for you as I can't edit files in backend now.

The background-color of the body css in custom.css is not set. Why? you can have a look at the same url (without test).
