I made a test with installing JA Campaign template + Joomla 4.2.8 but changes in settings of template can be saved normally.

As I can see that you set the overlay background image for the header and it's showing correctly on frontend.
Could you clear browser's cache & cookies?
Thanks! It doesn't change anything. For example, if I change the background color on the template interface then I validate "save", the original color always comes back.
