2) Open "Languages: Overrides". Choose your language, click New. In the "Search for" field, select "Constant" and type "TPL_CONTACT_FORM_LABEL". In the "Text" field, enter the text you want to display instead of "Or fill out the form below and we will get back to you as soon as possible." and save.
