When I try to update Joomla4 to latest version using the update on the update choice on the System page I received the lack of temp path error. The solution I see involves the PHP.INI file which is not present in the template. The clip below says to create such a file. Is this the correct solution?

That php.ini file will override the same file of your hosting, it's file of your server side, not from template.
So kindly check with your hosting provider for help to check this file for you.
