CSS on Administrator Page

Hi, recently my website is down and there's hacker there, and the hacker delete all of my site folder but not the database, then i try to fresh install JA Morgan on my local then i restore the database, i change the prefix so my article was back but when i see my administrator page, the css not rendered there like the picture you seen above, are there's any chance to keep my site back without making it from the first time? i don't have anybackup anyway.

If all your files and folders have been deleted, leaving you with only the database, I recommend installing a fresh copy of Joomla on your localhost using a new database, instead of utilizing your backup database. This approach will help ensure a clean installation that is free from any potential vulnerabilities.

Once the installation process is complete, you can proceed to edit the configuration file and redirect it to your backup database and see how it goes.

i have done that but after i change the db prefix into the backup database, the css seems like not rendered at all

Do you have any 3rd party extensions on your old site? After you install the fresh Joomla package, try to install these extensions first, then change to use the old database.
