When I'm "logged in" the site looks perfect, the modules work fine. When I am NOT logged in, that is, as a common visitor to the site, it does not fully show the modules loading. I attach screenshots, so you can see the difference in both situations

I guess there is 3rd party extension installed on your site also load JS which caused conflict when optimizing JS files together.
I temporarily disabled this optimization in Global settings of template and it seems to be working now.
Kindly check.
