I planning migrate to J4. I created new website with copied elementary tables from old database.
On test subdomain, I recreated Joomla 3 and migrated Joomla 3 to J4. After install T4 blank, I copied
templates/t4_blank/ to new installation.
Unfortunately in both cases, (new J3 /J4) modules ,aren't visible on website
Modules, are in backend and in template settings
How solve it?
No, I can't
I removed and added other module- no result because,changes aren't saved.

You should check which layout you're using for that new site and see if the position (that you're assigning that module to) is included in that layout or not.
It's hard to predict the issue and suggest you, you should share the login info 
Everything is the same, how in production version.
I set default layout,modules are enabled and visible
