You can use JA Extension manager component to check update for T3 system plugin (and other JoomlArt's products) and update there.
You can also find this new version in download section of template: https://www.joomlart.com/member/downloads/joomlart/free-templates/purity-iii

ja-developer Thanks for the replies but I updated the T3 plugin to version 3.1.3 but the Package is still 3.1.1

Not sure which package are you referring to as we only have: T3 framework plugin T3 Blank template T3 Bs3 Blank template

Make sure that you installed latest version of template and T3 framework, then you can ignore this package when updating to Joomla 4.
