Have something weird happening

The row second from the bottom has the same settings as the dark row above it
#c6c6c6 background with #FFF text
Can't seem to get them to do the same thing.

Thoughts?

Appears the problem related to server cache issues.
Another site on the space was having issues and I disabled the cache last night.
Went back to check this morning (Oz time) and the issue is fixed.
Salutary lesson when such issue occur.
