As I can see that you created menus for each language: TW, JP, EN correctly and in the same way, you should create template styles for each language too. And within each template style, you should clone an existing profile of Navigation
settings to have profile for each language and assign the associated menu for each.
Let me take JP as sample:
1/ I duplicated the default template style to have a new one: ja_alpha - Default (JP) and set it as default style for JP:
2/ In Navigation
settings, clone the default profile to have a new one: default-jp and assign the main menu of JP to this profile:
You can see the menu item of JP main menu on frontend now:
Apply the same for TW and EN languages.
