JA Vogue template doesn't have Arabic language installed by default, if you want to have any language, you can access backend of your site and install the language package as you want: /administrator/index.php?option=com_installer&view=languages

You're right, I can't find it in default Joomla 5 installation either.
I see only this pack: Arabic Unitag - Translation for Joomla 5.x here: https://downloads.joomla.org/language-packs/translations-joomla5 but I'm not sure it's correct one as I'm not familiar with this language. Please backup your site and try at your own risk.
