If you genuinely expect people to believe you actually want to ignore the setting at mobile sizes (that's a feature, honest! ) you could use media breaks but the above fixes the scroll out and pop back in on any screen size if applied without media breaks.
The previous response you linked saying that you chose h2 tags for module titles was incorrect and makes no sense. The heading level for a module title is set in the joomla core when editing a module. Not only do you incorrectly claim they are all H2, you also claim that's for "seo purposes" which makes no sense at all. Allowing the setting of heading levels on a per module basis is essential for SEO, that's why it's part of the Joomla core. You did not "choose" to make them all H2, they aren't all h2, they follow the setting in the module. For good seo here is an example of how h tags should work. They are used to show the significance of information and the data structure of the page. If you were to use all h2 tags for modules it would be an SEO disaster.

Ignoring the setting for font size of H tags in T4 builder makes no sense. This is obviously a bug that you're choosing to call a feature. If someone wants to change the size, why wouldn't you want them to be able to?
