Front end editing is only showing article editing, no edit link next to modules. Global Setting has Frontend Editing Modules selected. Even logged in the frontend as superuser same thing

I would like to be able to edit any module on any of the pages, in past versions of Joomla going back to v3's. Logging in from the front end I could edit any article or module on any page. home page url is https://www.arizonaelksociety.org

It looks like there is JS conflict so the tooltip for edit button not show up, could I take a backup of your site and debug in my local?
