T4 FRAMEWORK PLUGIN IS NOT ENABLED

I keep getting this error message "T4 FRAMEWORK PLUGIN NOT ENABLED" when i try to preview my T4 blank template installed. so I downloaded the T4 plugin package independently from 3 different sources. I tried installing one of them but all three of them always return an error saying some files are missing in the plugin package and so cannot be installed. Kindly help anyone
