Navigation bar sticky, but not header

Since the "Sticky Top" option in the Layout Settings applies to the entire Header row, would it be possible to only sticky the navigation/menu bar but not the header above it?
Or perhaps have the header scale down to the navigation/menu bar's height when scrolling down?

I got your point but that top section is also included in the header block.

In order to achieve that, you need to separate them into 2 blocks and set the block (with main menu) as sticky only.
