For the login/logout section on the right side of cart, there are some available positions there: head-cart, head-search you can assign the module you use for this login feature into one of these 2 positions.
In case that you want to add a new position, you can edit this header block of template: root/templates/ja_elicyon/tpls/blocks/header.php
