I have enjoyed using the JA Impact template - but one of the things that I miss compared to many of the other templates is that it has only 1 style for hero on the home page. Can I take a hero style from another template, with animated text?

And video background? JA Uber and JA Donate are some examples of video hero backgrounds, but I wonder if there is are newer templates/examples that might be compatible with Impact?

You can absolutely use ACM blocks from other templates, but in addition to copying the code, you also need to copy the style part so that the blocks work properly.
