Hi,
You can check this file: root/templates/ja_conf/less/variables.less
And see the declaration for the link:

@link-color: @brand-primary;
@link-hover-color: darken(@link-color, 15%);
It's inheriting the brand-primary color, then search in the same file to see which color is assigned to variable: @brand-primary:
// Brand colors
// -------------------------
@brand-primary: #FD7D56;
@brand-secondary: #FC2372; // T3 Note: Add secondary color
@brand-success: #5cb85c;
@brand-warning: #f0ad4e;
@brand-danger: #d9534f;
@brand-info: #5bc0de;

and you can change color there.
Remember that if your site is running with development mode (check in template manager), just refresh your site to see the change. In case, this dev mode is off, you will need to compile less to css to see the change: http://prntscr.com/j0yddi
