Page speed slow

An issue I have been having with minify and compression settings. According to GT Metrix the site scores an F on page load and it shows the javascripts not being minified. Is there a reason these are not being added to the minified .js
It's not very clear in the documentation as to the procedure, but in template settings I turn on development mode>save>clear cache> clear expired cache> clear t3-assets folder> turn off development mode> turn on minify css and js >save. Is this correct?

Also, To optimize your site further for loading fast, You could also optimize your images as needed measures to derive optimum results and then replace the optimized with current ones

I'd also look to tweak your htaccess file to improve the score

Thanks for the tips however I'm not concerned with the image files as I know they can be optimized. Slideshow images were done with RIOT. Others will be once I solve some additional issues.
It is the scripts and css files that are not being compressed that I am concerned with here.

I am having the same problem with JA Builder - the CSS file is not being compressed, even though I have it enabled in Joomla, in my .htaccess file, and even in my CPanel.

Can anyone help me with the compression of the CSS file in JA Builder because my problem is exactly the same as the OP's?
