I can access your site but not sure which extension you can't install. To update Akeeba backup extension, just update via Joomla update: /administrator/index.php?option=com_installer&view=update

There is an unexpected issue with JoomlArt updates server and the team is working on it, it will be fixed pretty soon.

For Akeeba backup extension, take a backup of your site and download the latest version from its provider site and install into your site.

I also try to install normal Joomla extension but without success, this issue relates to Joomla on your site and your server, could you post the same question into Joomla's forum? and also contact your hosting provider for help on this.

I know what the problem is. In the php settings, the file_upload variable is disabled.
However, on this server this variable is enabled. Could any template files have been able to disable it. I did not change anything myself.

Template does not change any PHP value, it would be from your server. I suggest you share this report with your hosting provider so they can enable the file uploads from PHP settings.
usually file uploads is auto enabled by every hosting provider.
