is it possible to create 2 categories of registred users?
1st level to see some important articles
2nd level to see some important articles + more articles. (and still not have any publishing permissions

That would be possible, but then you need to use some 3rd party add on for it. Take a look at joomsuite or joomlaequipment if you find something that suits you there.
