That is the way the ball bounces, I had planned to renew on the annual Birthday sale but missed it. I now subscribe to the blog so as not to miss these sales.
However, I believe you can still take advantage of the sale by renewing again for another year.:)

However, when I try to purchase the “Magento Developer Membership” for 3 months, the system says “You have used this coupon 1 time(s). You have reached the limit of usage.” I thought the promo code applies to both packages? Is it not so?

This coupon can not apply to selected package.Am I only one having difficulties, or appears like code no longer available.

I have updated the coupon so that each member can use them twice: 1 for Joomla and 1 for Magento packages.
I believe the 55% discount is only for the developer membership. Try using the THANKYOU coupon for a 20% discount on the standard membership
The coupon 2009CHRISTMAS is for Joomla + Magento Developer Membership only. This is well announced in the fist post of this thread.
