I want to place a static article or module instead of first Featured item. And this article or module is never changing.

Could you help me about that?

its not a module position its part the content that coming from the menu . you can apply this way
Use the Article order from menu item > Article manager order and order the article on the top .
Or you have to customise the PHP file and apply custom work in this block .
For this go to /html/com_content/category/blog.php
