I am thinking of having it just below the “top”.

You can add this code
<?php mosLoadModules ( 'banner',-2 ); ?>
just before the load mainbody of the template.

Can I decide which page will have a banner?

You can decide “which page will have a banner” by choosing the pages where the banner module positions will be displayed via Admin >> Modules >> Click on the modules in banner position
