Have you tried to publish a module on the news-home position?

Yes,
because the sidebar showing is from the ACM module style files.
If you want to create a module position you have to customise the file
/acm/news-featured/tmpl/style-1.php
The ACM blocks are divided into the two parts, you can add another position in the first part.
