I want a Hamburger Menu to show on mobile and tablets so users with small devices can select pages from my menu. How do I make my menu appear as an off canvas item as well as across the top. Do I need to create a new menu and assign it to the off canvas position?

Hi
You can enable off-canvas sidebar from template options and publish menu on the off-canvas position to show the off-canvas sidebar on your site.
And if you want to show the Mega menu items in the mobile devices, Open template options > Navigation > Collapse navigation for small screen and turn it ON.

It works great on the main screen, but when I select another page, such as ‘What Is Roberto?’ the hamburger menu doesn’t work.

See: http://robertoapp.com with a mobile phone and select the hamburger menu. When you go to the page after selecting it in the pulldown menu you can no longer get the pulldown menu to work to navigate elsewhere.
