I’d like to add a submenu under the main menu in JA Sulphur that uses the CSSMenu style. Is this possible?

It is possible. Please try to do your idea

Go to Administrator -> Extensions -> Template Manager to edit ja sulfur. In the preview page, change the Menu Type to css menu.

That seems to change the Main Menu. I want to add a secondary menu under the main, and apply the css style to it.

our template does not support your idea.
