Hi
After successfull installation of package the file are auto created ,Please check your folder permission. may be joomla couldn’t able created configuration.php file for permission issue .Then try to install the package again . I just install the packahe for testing and its installed fine at my end .

PS : You can see Here same issue found due to permssion issues .
