Hi, i dont know nothing about how use API.
I found this shortner url (http://clipe.me) and i would like use they API to publish in twitter my news.
Anybody know how use this in Joomla?

Your questions is not very clear for me.
In Joomla extension directory there are many add-ons working with Twitter.
