It is module with custom HTML, placed in mentioned positions. So create it as an article. Easy job 😉

For example, code for user1

Go to Extensions manager => Custom Module (or whatever is called) and in your editor open (click) Edit code icon . Then put this code. Of course if you made fresh install with sample date, you can check how it looks in your modules list.
