If you installed quickstart package then it is located in content-mass-top position

Thank you for your answer.

In the Quickstart package ther was no Article Categories Module.
I have no module that looks like that on your Screenshot.

Hello

As a test i downloaded right now the quickstart package and installed locally and module Articles category type named Projects with ID = 91 and published in content-mass-top position is correctly there.

You can try to download again quickstart and install it again.

Ok, sorry. It was already installed, but it was not shown up in the list, because there was no module created.
It was confusing, but everything is alright.
